Right now I'm on cex and I would like to convert to dex somewhere down the road however I've been told to stick with cex for now since I'm new to the modding scene. Any assistance tips and or links would be greatly appreciated. Right now im on rogero 3.55.

You Should By A 3.55 OFW PS3 And I Can Help You Get To Any Firmware You Want. I'm Running 4.50ita DEX It Is Pretty Good I Still Haven't Go Banned Yet. I Use CCAPI ( CEX ) Tools So I Won't Get Banned If You Use TMAPI ( DEX ) Tools You Will Get Banned Hella Quicker. So Once You Get Your 3.55 I'll Help You Free Of Cost . Sticking to Rogero Cex would be good, CCAPI allows you to RTE/RTM on both Cex and Dex so you can mod both games just update to 4.55 Cex and you should be good until you decide you want to convert to Dex

You should get cfw rogero 4.50 spoof 4.55, great for modding games like you suggested. CEX is more on the safe side than DEX.
