My PS3 is on 4.46 Rebug Rex (CEX). I cannot view the store as I get an error, I heard this is normal and common. But is there a solution to this issue? Or anyway I can get on the store and download my content/install it?

P.S: This is completely irrelevant but my PS3 has been not powering down right. Sometimes it won't shut down the green light will just flash and I have to unplug my system. How can I fix this also?
