DEX is firmware directed at developers. Sony has official DEX firmware but it's not like the DEX firmware that custom PS3's use. CEX is entirely for custom PS3's. What makes DEX different is it allows the ability to run Debug-based EBOOTS and FSELFS. These are custom files for each game and allow outside access to the active memory of the PS3 while it is running. This was intended for developers to sort out game bugs and problems before making the code final. CEX does not have this functionality as retail firmware was never meant to be developed with. Retail firmware is what CEX is based off of. Although, you can always use CCAPI which is a plugin that can installed on custom firmwares (CEX or DEX, doesn't matter) that allows you to do memory editing although it's not as quick due to it being not fully optimized for PS3 memory type.
Pros for custom DEX:
-Faster memory sorting as TMAPI is the native PS3 interface developed by Sony.
-The ability to run Debugging tools on your PS3 through your PC Ethernet connection.

You do NOT need to be on the latest firmware version with DEX firmware. (I.E. 4.46 DEX can still login to PSN, even though it's not the latest.)
Cons for custom DEX:
- In most cases, the ability to use Media Streaming is disabled on DEX firmwares. I know 4.46.1 REBUG still has it, but most don't.
- Some programs like SEN Enabler will NOT work on DEX. They're just not programmed for DEX and can't be used.
- In order to use memory editing tools (RTM), you'll need a PC connected to the console to send the memory edits. The console alone will not do it.
-Both firmware versions allow installing custom PKG files.
IMPORTANT: If you want to switch back to CEX from DEX, you'll need your CEX flash dump to do so as it's specifically custom to your console. Look for a how-to on the forums. REBUG firmware is good for this as you can flash between CEX and DEX within the firmware itself and not have to install a different custom firmware.
