Rebug can't access the playstation store. You should transfer to 4.50 ITA, you don't even have to downgrade you can just install it right there. On ITA you can access the Playstation Store and more better things as well. :p Just my opinion, you can do as you please though. However, if you decide to stay on Rebug, I believe the only way you can get the map packs, is by using DLC Fix's and stuff to that nature. Just google and search around.
