This is a message you get once your console has been banned. Correct. You need to buy a new console ID, not from here, or use a public CID. You will have to Google around for some console IDs as it is against the rules to buy and sell them here.
To change your console ID, I believe you go into PSITA Loader, then hit Triangle, go to Network Tools and set a new console ID there
