I hope create Console ID.
but, I dont know create Console ID from E3 Flasher.
and, I hope infinity create Console ID use E3 Flasher PS3.
This is possible..? if, possibl, please tell me this way.

No, not possible. You can change your cID but never 'create' one.

All the E3 Flasher does is downgrade you then its not needed the rest is on the system it self.. just so you know
