When ever you make a dump from a ps3 it has a console id, if you keep making dumps you will get the same one all the time (with the same console id) So Yeah, 1 ps3 = 1 console id.

You can steal console ids from other people, you can make a tool/rat that will send the persons id to a email or ftp server when ever someone uses your tool/rat. Basically they get it for free.

Well, you can't most of the time, use sandboxie on every tool you use just to be safe. Also sandboxie is free, it will block any tool for doing anything malicious to your computer.
