I also had a problem like this like a week ago. The IP address of my ps3 kept changing and for some reason it wont attach. I just set my internet to DMZ to keep it into 1 IP and after that, it worked

I tried re-installing ita and still nothing works. I don't get it what so ever because how the hell is target manager connecting but not any tools?

The only thing you can really do, is wait just like everyone else. If you truly feel the need to mod, you can easily use CCAPI until Target Manager starts working for everyone again.

This is not a one-sided issue, it's an issue regarding the ITA spoof and most people are more than likely having this issue including myself. It's a matter of waiting and remaining calm. There are many other means of modifying games without using Target Manager, and I suggest you do just that.
