You couldn't have then.
It means the account is banned or the CID is banned.

Download PS3ITA Manager restore your EID0 (Original console id) or just try get another id from the internet, saf Drack

If you get that error, it means that the Console is currently Banned or Suspended from Playstation Network. Point blank.

You should search the console id on google if there's nothing then it's probably good and know one has shared it.
