Okay I've helped so many people downgrade their ps3 without having to ship it to somebody to do it for them.
Like I said their are many things that can happen when the ps3 away from you.
I'm not saying he is personally doing this, that being said.....
Parts can be swapped out.
Ps3 can be swapped.
Ps3 can magically disappear during transit.
Ps3 can be damaged during transit.
And most common CID can be stolen .

To many it is better just to do it yourself
