In a way.. that is true, as you need a 'device' which isn't 'free' to downgrade back to 3.55, lul.

Torrent uploaded backups, borrow games from a friend and rip them to your ps3 hdd. But it's a jailbreak thing, so you need to do that first.

Ok, is there a way to jailbreak without an e3flasher or anything like that?

Yes. You need a console on OFW 3.55 or less. Jailbreak really isn't an appropriate term since Jailbreaking is outdated. If you have a console on the latest dash and checked it with MinVerCheck then you need to know how to DOWNGRADE and install CFW, not jailbreaking.
