Try installing Rebug tool box then going to system information, you should see your ip there ?

in the bottom right bit the ip is 0.0.0.0 i try that and it doesnt work

You need a wired connection on the PS3 ONLY. Your PC is fine to be wireless, but the PS3 must be wired to your router.
