Well not being able to make an account usually means that the maximum of 60 accounts have been made with that PS3.

You can however get around this by making an account on there website.

Also there may be a connection error if the CFW is not spoofed to 4.60+ at the moment but it would say it needs to b e updated instead of giving a connection error. Is is DEX or CEX? because you may need to spoof the CID in memory to a CEX one if it is on DEX.

Maybe he has not but did he purchase it off someone before hand because the amount they made also carries with the console.

Seeing he is on DEX then that may be why he can't sign in.

If he is DEX tell him to go and install PS3ITA Manager or something similar for this explanation I will use PS3ITA manager.

So load up PS3ITA Manager and press START and choose Network Tools then choose Restore Original console id and then you can exit PS3ITA Manager.

Now they can sign in if they are not console banned if that is the case then they can use PS3ITA manager or something similar to spoof the ID as well.

This needs to be done every time they reboot or restart the console.

Hmm that is rather unusual.

Have they got the debug settings setup correctly?

1.First of all go to Debug Settings on the Settings Tab in the XMB.
2.Go to NP Enviroment and make sure it says "np" if not put it.
3.Go to Release Check Mode and select "Development Mode".
4.Then go to Boot Mode and select "System Software Mode".
5.Go to Network Settings for Debug select "Single Settings".
6.Go to Rebug Toolbox and navigate to the "Utilities" tab and go all the way down and on "Change Active PS3ID" select "DEX"

Then obviously spoofing with whatever home brew or app you wish.

This would be the last thing I can think of it being.

If there are still problems try and get then to switch to CEX and see if the problem still persists or maybe switch DEX CFW to another and try again.
