No it shouldn't. I played bo2 just fine when i was on rebug 4.46. Idk why it won't let you. But i remember having that problem a while back. Forgot how i fixed it :/

He just needs to edit the param.sfo to use any video resolution. There's multitudes of editors for that purpose.
