I was modding and my ip.changed on my ps3 i reconnected target manager and tools hadnt worked since

Well did you make sure to search for the ps3 again to get the right ip for the ps3, also are your debug settings set right and are you rtming over wired or wifi?

Your EBOOT is fine, go to debug settings make sure its Sysem Software mode. Not Release or Debug Mode.
I had this problem once and thats how i fixed it.
