Yes you can. And I just downgraded a console 2 days ago with 4.65 update.

You do however need an E3 Flasher to flash the NOR/NAND Chip.

Oh ok where or how do u get that e3 flasher? And flash the nor/band chip? Bribing basically a noon at this and the modding vocabulary lol im gonna get another ps3 and try to see if that one can be jail broken into by the model number
