do you have the microsoft NET sh1t on your PC? You gotta install that .net 4.x. I can't think of the exact name of it, but if you go to the MS home page, go down to the bottom, you'll see it under downloads. It's free.

Do you have netFramework 4.5 installed on your PC? If not install it, this may b your problem. And ccapi isn't a console manager, it's a console controller for cex versions.
