You need to use an E3 flasher, more complicated then it sounds. But that all depends on the model your console is. Basically the console needs to be on 3.55 to be jailbroken. on the back of your console there will be a serial number, at the end it will have:

CECH-XXXXX

Yes this is downgradable however like I said, you will need to use an E3 flasher which retail at around $70-100. There is a video below of someone performing a downgrade with an E3 flasher, I guess you are probably not comfortable with this so you can buy services on eBay and send your PS3 off for someone to do this for you which is around $20-40
