Lol wtf cfw is jailbroken ps3 and u can downgrade with downgrader. Are u spoofed then unspoofe. And just downgrade to 3.55 and then go back up to 4.46. But if not cfw and its ofw then u need e3 flasher

No need to go back to 3.55 first. Just enable Qa Flag and install REBUG 4.65 from XMB or recovery.

Of course make sure there is no disc in the drive.
