Considering you have an E3 flasher, I'm 90% sure it's possible.
What CECH code is your console? There's a chance that it's either too new and cannot be downgraded, or too old & use a NAND flash as apposed to NOR. Let me know the CECH code & I'll help you out.

CECH-3001A is the code. And I have a E3 Flasher NOR, can I still use that? I don't have much money right now to get a new one.

Not with that type of model. Has to be a CECH-25 or below...

Since it cannot be downgraded to 3.55, it is impossible to jailbreak. :/
