You have to delete a USER when it gets banned because you can't sign into another PSN account on a single USER.
And no, there is no way to delete All USERS on one's PS3.

People misunderstand PS3 user and PSN account as the same thing.
True 16 users same time on PS3 is maximum. And unlimited PSN accounts as you can delete 1 of the 16 users and "Sign up on PSN using existing account".

Homever theres is also a limit how many NEW PSN accounts can be created from 1 PS3 (console ID). I've seen this happen with public CIDs. When I go to new clean user and tried to sign up on PSN (create new PSN account) I get error: "Maximum number of PSN accounts created on this PS3 console has been reached" or something like that. But "Sign up on PSN using existing account" still works.

If this happens you can create new PSN account on Sonys website as AlmightyBlobfis said.
