Yes, you will need an e3 flasher if your console is a NOR Chip, to downgrade it to 3.55 then you can jailbreak it if your systems minimum fw is 3.55 or below.

If your console was above 3.55 when you bought it you cannot use a e3 flasher, and no you cannot jailbreak a 4.66 PS3. But if your ps3 was above 3.55 when you bought you can use a ode which is a device which somewhat has some jailbreak features.

If you bought a ps3 and its on the fw 4.66 and you just opened it from the box, as long as the console is under CECH-2501B its okay to jailbreak it, you only need an e3 flasher to downgrade it.

They don't get manufactured anymore, so you'd have to be back in 2012 for that to happen.
