usually no username or pass is set for ftp login on ps3.

id be willing to bet its either the ftp server or client you are using.

i know filezilla is great for pc, so use that as ftp client.

multiman or blackbox or itamanager for ps3.

if you were using the latest rebug frimware you would have an ftp server running in background anyway.
