If I was to get a 3.55 OFW slim PS3, should I directly install a 4.66 CEX CFW right away or go to 3.55 Kmeaw CFW and then go to the 4.66 CEX CFW? Also will QA toggle already be enabled by deafult? I don't want it to get bricked so before doing anything, I wanted to ask you guys..

Install 4.66 CFW and wait for a spoofer to come out or a Complete CFW for 4.70

No first install the 3.55 kmeaw and then the 4.66 cfw. But the ofw is now 4.70 so use FERROX 4.70 or wait for DARKNET 4.70 cfw.

3.55 cfw isnt required/necessary since you're going to a higher version. i would recommend rebug toolbox since it lets you toggle qa or u can get the toggle qa package. qa is only needed for downgrading
