There both very good(for many of things) but if u wanna a easier way for debugging games(if that's all you going to do) then i would use DEX TM.

Go with DEX, it's way more stable from my experience and it supports CCAPI anyway.

My opinion since you don't know much about modding then CEX its for you
Tmapi DeX its like more advanced for my opinion

CCAPI - Runs over Wireless networking, can be used if you do not have a wired PS3. Can also be here if you're on CEX.
TMAPI - Runs over wired Internet, can only be used if you use an Ethernet cable to connect your PS3 to the Internet, only used on DEX.

People also have said; TMAPI - Stable, CCAPI - Unstable.
