Are you on DEX? try ps3ita 4.65 cfw i think it allows installation with a broken bd i know their 4.50 ita has it.

The note for the 4.50 ita dex

- Patched UPL.xml to allow installation on PS3 with broken blue-ray drive and broken bluetooth board.

Rebug 4.65.2 NO BD Firmware
