I just need to know what are the EXACT steps in changing your console ID? Do you have to change it every time? Is there anything else I need to change? Any tips would be great.

I tried that. Still need to change it after reboot except the initial reboot when changing it.

On ccApi set your new CID to reboot idps every time you reboot your console it'll show you your new id I do this and I can sign in

Yea but you'll have to use CCAPI to reboot. If you just press the power button on the console then it will have the original ID

Could it be cause I'm on DEX instead of CEX?

yeah you NEED to convert to CEX using IDPSset (one version allows you to convert and make backups etc)
then you can flash a new cid

Go to CCAPI enter boot PSID>SET Boot PSID. When you turn your ps3 on it will change it every time automatically. Easiest way.

You are correct. It will change it overtime you turn on the ps3.
