Updated to PS3ITA and it did not fix it any other ideas?

Reinstalling the firmware won't disable nav-only np.
You need to reaccess the Debug Menu, the first step is the reinstallation of the CFW. I do not know ITA as I'm a long-time Rebug user, however if the original VSH is back, you should be able to somewhere activate the Debug Settings. In there, you need to deactivate nav-only np again, then install a spoofer of your choice.
