Tell him go download toggleQA he can find it on the web its a pkg.n enable it or he can hover over network settings n click L3 L2 L1 R2 R1 down on Dpad all at the same time n if he gets edy viewer(this tells him hes able to update over any cfw just not a dex over a cex) then tell him to just put the cfw on usb PS3/UPDATE/The cfw(named PS3UPDAT.PUP) n update through recovery to have a clean update.if he gets nothing after the network settings part tell him to download toggleQA n enable it (but if he wants to go to DEX it would be a much longer process.)

But it's okay to go from 4.70 to 4.65 right?

best thing you can do, downgrade to 3.55 rogero and then just install the firmware you want -
