Is there a way to steel IDPS' from a lobby?

1. Yes, with IDPstealer (not sure if that's been patched yet) or an e3 flasher.
2. No, and it is highly unlikely that that will ever be possible.

When 4.70 was released it patched IPDS Stealer from working. So the only way to get an OFW ID now is to downgrade.

You need to get your nor/nand backup from the OFW (with an E3 flasher) to be able to get the CID and IDPS

Yes you can still get a CID off a OFW ps3 only if it's on lower firmware than 4.70.
