Would it be wise to use the CID from the working online Jailbroken unit for my banned unit? I want to be able to go online with both at the same time and of course use psninja and psn patch to be stealth. I see alot of sites offering CIDs but they get banned is that because multiple consoles are using them?

You don't really have any other options besides buying another CID. It shouldn't really increase the ban risk if only 2 PS3s are using the same CID.

ok how about this. I have another playstation that cant be downgraded. It got dropped so It freezes after a few minutes of playing. I used my eflasher to get the back up file off it. would the console ID be in that back up at all?

yah you can use both at the same time. do NOT buy a cid, its a waste of money and a sign of stupidity
