the best way to set your CID is with CCAPI you can set it permanently which means it will set the CID every time you start the ps3, you also could use webman, irisman or if you are on DEX ps3ita manger.

Webman can change permanently too... Set Boot in webman Setup. Ita Manager does not Support all dex cfw, irisman does accept 4.70 dex

that is not a permanent change. it is a temporary change set by webman on each startup of the ps3.

if you want to permanently change the idps then you need to use idpsset.
