Unless your ps3 is on 3.55 ofw now that won't work.

Say if my ps3 is 4.20 after i replace the hard drive for the new one i can download the 4.20 ofw update and stay on 4.20 and not have to update to 4.70 after upgrading to the new hard drive?

No that will not work, because the firmware is flashed on a chip on the motherboard.

So i have to update the most recent update and still downgrade?

Whatever firmware your on now, you'll have to install that or higher. If it 4.20 OFW then you can only install OFW 4.20 or higher. Check the master firmware terminal thread if you want to use 4.20 unless you already have it downloaded. Can't get it from Sony anymore

Yea i know that i cant get it from sony anymore but I was just wondering if I have 4.20 ofw now on my ps3 with the old hard drive, after i remove that hard drive and put the 320gb hard drive can I stay on 4.20 but kaos is saying that you cant
