Assuming you have a jailbreak, Open a file manager (I use multiman)
Put the Update.rpf and EBOOT.BIN in Hdd0/game/bles1807/usrdir


Or if you use a sprx
put EBOOT.BIN in Hdd0/game/bles1807/usrdir
And the sprx in Hdd0/tmp
then load gta
