Install a 3.55 cfw and toggle qa. Then you can install a firmware of your choice.

Be sure to have the folders named correctly and the CFW named to PS3UPDAT.PUP, so on the root of the USB that's formated to fat32 you have a folder named PS3, in that folder you have a folder named UPDATE, then in there you have the PS3UPDAT.PUP. So for example the directory will be f:/PS3/UPDATE/ . Also sometimes the download could be corrupt, try re downloading the CFW if you have everything named properly and in the right place.
