Try run TMAPI in compatibility mode (windows xp sevice pack 3) and Run as admin. If the problem still persists i recommend updating your net framework

my .net framework is 4.5 at the moment

no i dont know how to do that you mean with tmapi target manager?

Yeah target manager sorry. You right click on target manager click properties and then click properties then click run compatibility mode and select from the drop down menu windows xp service pack 3.
