This means whoever gave you your license has locked it. You have to contact whoever you bought your license from to fix this.

Did you buy RawDog's tool? or whoever you bought i from they usually Lock it due too Sharing the Key to someone else or if your IP Address changes it look's too them that another user is on the Account.
