I really doubt that it is a cid stealer. Most of the time people confuse CID stealer's with people that sell the same cid to multiple people. In future please do not speak to people like that. There's no need for it,

In RTM tools can be hide a code to steal cids if u connect your info is sending to a server mostly to email..
Wat u need to do go to windows Firewall and go to outbound rules and make new 1
hit program,next,browes to tool select it,next and select block connection,next,next,and give it a name so if u ever want to unblock it its easy to find.
press ok and done!
It means it Stop sending info out,but u can stil use tool witout any problem.
Or if u not sure u can always decompile tool and check if code is there.
And what Kas is saying is true,
They sell it to more pll or post it on web.
By downgrade OFW PS3 u get CID and PSID out bkpps3.bin (Backup).
But There are other ways now To get fast CIDs from OFW PS3
