If your FTP isn't working via your XMB, simply open MultiMan, and use MultiMan's FTP Transfer.
(Or go to webMAN Setup, and make sure "Disable FTP service" is not check marked.)
If your games aren't loading to your XMB via webMAN, make sure cobra is enabled, via Rebug Toolbox.
