It says about 3.20 update because it's a new hard drive you don't need one.
1. Here's a spoofer that you'll need to install You must login or register to view this content.
2. In rebug toolbox click swap lvl2 kernal to cex
3. change active PS3ID to CEX
If it still doesn't work quote me and I'll help you further.

It asks for 3.20 or higher cause he's on DEX. The 3.20 would be the lowest possible fw he can go to on that system if he had an E3. I'm not sure what the problem is as I'm still o. 4.70 D-Rex and don't need a spoof. Sometimes I have timeout problems on my CFW but it goes back to normal after a few hrs, unless it's Sony's server that's causing the problem rather the a local DNS server problem.

I'm on 4.50 and without a spoof I can't sign in, Can't remember if it asks me to update without it though, I think it does.
