I had this earlier bro easy fix. Go to debug settings, change the boot mode to release mode, reboot ps3 then load gta.

i have the same problem, ill put it like this

1. Copied the Gta from my disc
2. started to see if the game worked
3. begun to download mod menus and stuff
4. put the eboot.bin and update.rpf in 2 seperate folders in multiman
5.started the game but the menu didnt pop up in story mode.

Hope the discription helped ^^ ill ttry this to, do i only need the eboot.bin (1) and update.rpf(1) in the folders?
