I am not 100% what is required for Black Ops 1, but i can see no-body has helped you out so i thought ill give it ago.

The game may not of copied over correctly i recommend uninstalling the game and then copying it back to your hard drive. Please use the quote icon to get back to me to get your issue resolved. :p

Make sure you fix permissions and get the correct eboot.

I recommend trying to reinstall it or using a torrent instead. Also, Enabling BD Mirror should help that as well.

I recommend to delete the game of your ps3 then eject the dc and make sure it clean and copy it to your HDD Not PS3 storage
