There's a lot of methods, you can do it with CCAPI. What I preferred was using Webman, it'll spoof it by itself every time on boot you just have to configure it in settings.

Well if you want webman, I suggest being on a cobra firmware. What cfw are you on? If you want to change it via CCAPI, just connect your PS3 to it and change it on there under the console ids tab. After you set it you'll be unbanned.
