I assume you mean you are trying to downgrade. If you are QA flagged you can downgrade without any extra steps. If you are not QA flagged you will need to use a downgrader pup.

I think you are confusing RTM with FTP. If you are trying to connect to your PS3's filesystem remotely through your computer, you need to have a FTP server running on your PS3. There are many options to choose from, but I recommend using MultiMan, Rebug Toolbox, or webman (webman runs a FTP server as a plugin, so you can use FTP services from your XMB or even in game)
