The 4.75 fw can be obtained by going to Settings > System update > Update via internet

Which firmware do you want to install? Download the firmware, rename it to PS3UPDAT.PUP and then do this.
PS3(folder)/UPDATE(folder)/PS3UPDAT.PUP(file)
Put it on your USB (make sure it's on FAT32)
Plug it into your PS3, go to Settings/System Update/Update via Storage Media

PS3(folder)/UPDATE(folder)/PS3UPDAT.PUP(file)

Plug it into your PS3, go to Recovery menu. How to access recovery menu hold down power button untill it beeps then your ps3 will turn off, then hold it down again till it beeps again.

That's fine. You can just install REBUG 4.70 without downgrading since you are already on REBUG 4.65.2.
