I had the same issue.
To resolve without the 6 straight long hours of messing with stuff like i did;
Enter Safe Mode:
Downgrade your ps3 using a '999 downgrader'

You should now have access to the XMB, re install the latest update, WITH THE LATEST REBUG TOOLBOX (02.02.04)

If you want to do what you tried before, you need to convert to DEX then install Ccapi 2.60 (rev 5) and you can use your ps3 with tmapi or ccapi.

Is there a link to the downgrader for dex and i did install ccapi on dex

Go in to recovery menu and reinstall your current firmware.

You don't need to downgrade, just reinstall your current firmware via the Recovery menu
