Are you going up so from lower than 4.70 or not? If you are then yea there's no worry, just install it. If you're not then you'll just have to try and see if it works. Some people say if you have QA flagged you can just install lower over higher firmware, although I haven't personally tested this.

Yeah should work. Just install it via recovery menu and make sure there's no disc in your ps3

As long as you're OA flagged you can install it over any CFW even if you're on 4.75.
