I have to put fan max speed for it to go below 70 C. And also in game sonic control fan utility, CPU temp blinks at 70*C for some reason.

Is your ps3 a fat or a slim? This usually means your cpu is about to die and soon you'll get a ylod! You either need to:
a - replace thermal compound
b - reflow motherboard
c - reball cpu chip
