On the Jailbroken ps3 you can,
It will use the IP address of the PS3 to access internet or connection to the ps3.
It would make no difference,
RTM tools use wifi;
You will still need to register the IP address of the PS3 to CCAPI to use on the RTM tools.

I changed the way I'm gonna be connection I'm gonna run an Ethernet from my ps3 to router and another Ethernet from my laptop to router. And will I need Internet on my laptop? My other friends that mod said I wouldn't btw I'm gonna be using dex/tmapi

I run DEX but I don't use TMAPI.
It would be best fit to have internet, you would like to have access to different mods, RTM tools if you want quick access.
But that method would work fine.
