What they mean bye "outdated" is a lot of the old cex to dex methods are whats outdated and were very complicated.

We are lucky enough that we can now do it in a matter of 2minutes, install Rebug of your choice (4.21 onwards is best) dump your cex dex eid root keys then use rebug tool box to swap its very simple
